Dialogic is conducting a qualitative evaluation of the Emergency Bridging Measure for Employment (NOW) on behalf of the Ministry of Social Affairs & Employment. The NOW was an emergency measure implemented by the Dutch government during the COVID-19 crisis to preserve employment. From March 2020 until 2022, organisations expecting a revenue loss of more than 20% could receive a subsidy to cover their employees' wages. This subsidy varied during the crisis, ranging between 80 and 90% of the total wage bill. In total, the Dutch government paid around €24 billion in wage costs.

In this qualitative evaluation, Dialogic, along with research firm SEO, will assess the effectiveness of the NOW. We will explore whether employment could have been preserved more efficiently and examine the development, structure, and implementation of the measures. This will be done through document analysis, interviews, and validation sessions. This evaluation builds on the quantitative evaluation of the NOW currently being conducted by Dialogic.

The results of the evaluation are expected to be delivered to the Ministry of Social Affairs & Employment in March 2024.
