Over the past few decades, various initiatives have been launched by the Ministry of Economic Affairs and Climate Policy (EZK) to encourage governments to utilise their purchasing power (resources, as well as knowledge and network position) to promote innovation. The further development and clustering of these initiatives have led to the 'Innovation-Oriented Procurement' programme. The ambition of this programme is to inspire and support the public sector to choose innovative solutions more often, which have been developed with or by businesses, thereby creating a market for innovative solutions. Since 2016, the implementation of the programme has been entrusted to PIANOo, the Procurement Expertise Centre of EZK.
On behalf of the Ministry of EZK, Dialogic investigated whether the goals of the programme are being achieved. We also assessed the satisfaction of the contracting authorities and users of the programme with the approach and identified opportunities for improvement with a view to the future. Additionally, we explored how other countries (Finland, Austria, and Flanders) stimulate innovation-oriented procurement by the government.
