For Department EWI of the Flemish Government, we evaluated the Expertise Center for Research and Development Monitoring (ECOOM). The evaluation focused on both the past (ex post) and the future (ex ante) of ECOOM. It also took into account policy developments and the evolving policy context at various levels.
In the evaluation, we used various research methods, such as desk research, interviews with stakeholders, an international benchmark, an international panel, a SWOT analysis, and two future and system sessions.
