Shared services ICT are services provided centrally within organizations, such as the Dutch government, focusing on ICT (Information and Communication Technology). These services aim to improve efficiency and quality by consolidating resources and expertise.

This exploration aims to provide more insight into how the upscaling of innovative ICT services in healthcare, education, and security is progressing and how it can be promoted. The focus of this exploration is particularly on learning from initiatives in the introduction, design, and operation of concrete ICT services with added value for end users. To this end, a total of nine cases featuring innovative cross-organisational ICT services and applications have been identified and described in such a way that:

• Generic and reusable solutions and/or building blocks can be derived (solutions may be technological, organisational, and/or financial in nature);
• Policy entry points (especially for the Ministry of Economic Affairs and Climate Policy) are identified to contribute to the upscaling of more widely applicable ICT solutions.
