For Departement EWI of the Flemish Government, we evaluated the Expertisecentrum Onderzoek en Ontwikkelingsmonitoring (ECOOM). The evaluation focused on both the past (ex post) and the future (ex ante) of ECOOM. The evaluation also took into account policy developments and the evolution in the policy context at various (policy) levels.
During the evaluation, we used various research methods, such as desk research, interviews with stakeholders, an international benchmark, an international panel, a SWOT analysis, and two future and system sessions.
