Evaluation and Future Outlook of Living Lab Scheveningen

Dialogic evaluated the Living Lab Scheveningen on behalf of the municipality of The Hague: an experimental environment where digital applications and digital infrastructure are applied ethically and responsibly in public spaces. Societal and economic objectives, as well as objectives related to quality and the living environment, guided the Living Lab Scheveningen. The realization of these objectives focused on two tracks:

• Track 1: The development of digital applications in Living Lab Scheveningen.
• Track 2: The development of digital infrastructure in The Hague.

Dialogic examined the outcomes of the Living Lab over the past years, how the two tracks have reinforced each other, and how the municipal governance has performed. The evaluation shows that the Living Lab Scheveningen has had a broad impact. The main conclusions are:

• The Living Lab Scheveningen is effective in adopting and further developing use cases.
• The Living Lab Scheveningen is effective in the realization of digital infrastructure along the Scheveningen coast.
• The Living Lab Scheveningen has played a facilitating role in the installation of digital infrastructure.
• There is synergy between Track 1 and Track 2.

Numerous innovative projects have been carried out, and twelve kilometers of fibre optic cable have been laid. Examples such as the Crowd Safety Manager, the Scheveningen Harbour Registration System, and the Smart Beach Network demonstrate how digital applications can contribute to public safety, energy transition, and better city management. However, further scaling requires clear decisions on governance, digital infrastructure management, knowledge retention, and the role of digital infrastructure in area development.
