Sector Overview Knowledge Security 2026

In recent years, the Dutch knowledge sector has taken clear steps to strengthen knowledge security policy. This is demonstrated by the sector overview on knowledge security in 2026, prepared by Dialogic on behalf of the Ministry of Education, Culture and Science. The Dutch knowledge sector has made progress on almost all themes, although the development varies per theme and institution. Where institutions were previously mainly shaping and establishing policies, they are now implementing and evaluating them. Knowledge security policy has been institutionalised, and awareness of knowledge security has broadened and deepened. At the same time, the sector overview shows that further development is necessary. Particularly institutions with a higher risk profile are looking for ways to improve their approach, for example by enhancing monitoring of international collaborations and increasing awareness among employees. Institutions also face dilemmas, such as finding a good balance between knowledge security and academic core values like openness and inclusivity, and preventing unwanted stigmatisation. Our research indicates that the sector predominantly appreciates the learning approach and collaboration with the government, but also requires concrete guidelines, practical support, and suitable financing. The Parliamentary briefing reveals that the ministry is following our recommendations by providing funding to institutions and working on differentiation based on risk profile.

On 11th June 2026, a parliamentary briefing on the Knowledge Security approach was shared. This is a combined response to the evaluations of the Knowledge Security Desk and the Sector Overview Knowledge Security 2026.
