On 12 October 2020, the Minister of Education, Culture and Science (OCW) signed the Flexible Teacher Training Governance Agreement with the Association of Universities of Applied Sciences and the Universities of the Netherlands. This agreement aims to provide more customised teacher training by better aligning with the knowledge and experiences of prospective teachers and the professional sector. The focus is particularly on actions for the target group of career switchers ( zij-instromers). This group greatly benefits from tailored education that takes into account their prior knowledge and competencies. Furthermore, this group is relatively quickly available for the job market, and it is assumed that investments in career switchers are a fast and effective measure to tackle the teacher shortage.

The governance agreement includes three 'categories' of ambitions: joint ambitions of the Association of Universities of Applied Sciences and the Universities of the Netherlands, ambitions for the higher vocational teacher training programmes, and ambitions for the academic teacher training programmes. The Association of Universities of Applied Sciences and the Universities of the Netherlands have chosen different approaches. The Association of Universities of Applied Sciences focuses on expanding the use of Learning Outcomes to all higher vocational teacher training programmes. The Universities of the Netherlands have opted for an approach involving multiple projects with various coalitions of university teacher training programmes. The governance agreement comprises 10 different programme lines that aim to achieve 35 (fairly specific) desired results.

OCW has commissioned Dialogic and Oberon to conduct evaluative research on the governance agreement. This research will qualitatively explore the process and the (perceived) effects of the agreement. Additionally, research will be conducted on (potential) quantitative indicators to measure the impact of the agreement. The research involves a desk study, exploratory interviews with overarching organisations (n=10), in-depth interviews with teacher training programmes (n=50), and case studies of teacher training programmes involving teachers, students, representatives of internship placements, and employers (n=4).

The research will result in two reports. An interim report will be delivered at the end of 2022. The final report will be delivered in early 2024.
