Commissioned by the WODC, Dialogic is conducting a program evaluation of the Dutch Cybersecurity Agenda (NCSA).

Vulnerabilities and threats in the digital domain affecting the economic interests and national security of the Netherlands are increasing. Security in the digital domain is a top priority for the government, and as such, in 2018, various departments collaborated with public and private parties, academia, and society to establish the NCSA. The NCSA consists of seven ambitions, which are detailed in objectives and policy measures.

The first part of the study can be seen as mapping out the structure of the NCSA; reconstructing the policy theory. The research aims to provide insight into various aspects of these policy measures that are part of the NCSA and their expected contribution to achieving the NCSA's goal: enhancing the digital resilience of the Netherlands. This involves an extensive investigation into the rationale, contribution, goals, policy instruments, and organizations involved in more than 40 policy measures. The second part of the research involves identifying which policy measures are more or less suitable for measuring goal achievement.

The research serves, among other purposes, as preparation for the process and impact evaluation of the NCSA, where measures will be evaluated, and goal achievement measurement will be considered effective based on our assessment.
