Over the past decades, various initiatives have been launched by the Ministry of Economic Affairs and Climate Policy (EZK) to encourage governments to utilise their purchasing power (resources, as well as knowledge and network position) to promote innovation. The further development and consolidation of these initiatives has led to the 'Innovation-Oriented Procurement' programme.
