For Provincie Noord-Holland, Dialogic conducted the interim evaluation of the Policy Framework for heritage and culture. As part of its cultural and heritage policy, the province of Noord-Holland uses various policy instruments, including the Monument and Archaeology Support Point (Steunpunt) and the Repurposing Hub (Loods). In the Heritage and Culture Policy Framework 2022, it was promised that an interim evaluation of the effectiveness of the Support Point and the results of the Loods would be carried out in 2023. The evaluation provides a basis for proposing potential interim policy changes.
The objective of this evaluation is to determine the effectiveness of both instruments and to formulate recommendations to increase this effectiveness, where necessary. The evaluation of the Support Point also serves as a baseline measurement, while the evaluation of the Loods is also focused on whether this instrument should be continued.
The interim evaluation was presented to the Provincial States of Noord-Holland on December 6, 2023.
