For the Fonds Podiumkunsten, Dialogic has evaluated the Upstream: Music scheme. This scheme has been supporting music artists in their careers since 2019, with the main goal of increasing their earning capacity. The scheme is implemented by the Fonds Podiumkunsten in collaboration with a private party, neighboring rights organization Sena, which co-finances half of the funding. The other half of the funding comes from the Ministry of Education, Culture, and Science. The evaluation shows that there is added value from Upstream: Music. Additional activities, such as promotion and marketing, and entering into specific collaborations, are carried out to a lesser extent when there is no contribution from Upstream: Music. It is precisely these activities that can contribute to improving artists' earning capacity. The long-term effects on artists' earning capacity are not yet determinable. The scheme has a relatively short duration, and the COVID-19 crisis had a significant impact on artists' activities. However, we are optimistic about the potential effects, and initial indications of these effects are already visible. Finally, we have made a number of recommendations for the continuation of the scheme.
