For Ministeriet for Uddannelse, Kultur og Videnskab evaluated we, in collaboration with Hylkema Erfgoed, the Subsidieregeling instandhouding monumenten (Sim). We investigated to what extent the subsidy scheme aligns with societal challenges and whether the subsidy sufficiently stimulates sustainable preservation of monuments.
Since national monuments are sustainably embedded and visible in our society, caring for them is inherently linked to various ongoing discussions and developments that may alter the function and/or perspective on monuments. Categories of monuments that we now consider obvious were not always seen that way in the past, think of industrial heritage, cemeteries, healthcare heritage, and new categories such as monuments from the Reconstruction period and post-war residential areas.
The evaluation provides a view, supported by the monument field, on the effectiveness and efficiency of the Sim. It also shows how changes in the scheme have affected different target groups.
