Kennisnet recently released the Guideline for external internet connectivity. One of the key points in this guideline are the statistics regarding the required bandwidth for schools to support the use of digital learning materials.
At the end of 2015, Dialogic conducted a study on this topic and released the Bandwidth Guide for Digital Learning. Dialogic determined the current required bandwidth per student with a device and the expected growth in the next three years to be 0.42 Mbps down/0.050 Mbps up per student with a device respectively 0.83 Mbps down/0.12 Mbps up per student with a device.
These and more data can be found in the Guideline for external internet connectivity by Kennisnet (pages 7-8).
