Flanders, except for Estonia, has the highest number of innovative companies in Europe. Compared to the Netherlands, Flanders has a strong and extensive manufacturing industry. Out of the four Strategic Research Centers (SOCs) in Flanders, Flanders Make specifically focuses on the Flemish manufacturing industry. The institute's mission is to support both large and small manufacturing companies with industry-driven, pre-competitive, and excellent research in the fields of vehicles, machinery, and assembly. The SOCs are largely funded by the Flemish government based on a covenant between the government and the institute. This covenant includes a number of Key Performance Indicators (KPIs). The funding of the SOC is directly linked to the achievement of these KPIs. Every five years, a new covenant is drawn up for each SOC. The Flemish government (Dept. Economy, Science, and Innovation) has tasked Dialogic with evaluating the performance of Flanders Make over the past five years (2018-2022). This evaluation will serve as the basis for the new Covenant for 2023-2027. To conduct the evaluation, we will utilize a wide range of research tools (desk research, portfolio analysis, international benchmarking, interviews, surveys, and an international panel of experts).
