Dialogic, commissioned by the Ministry of the Interior and Kingdom Relations (BZK), together with Ecorys, has analyzed the (future) labor market of the Dutch government. Specifically, attention was paid to the effects of technological developments on tasks and functions within the specific context of the government's labor market, against the background of an increasing labor market tightness in the coming years.
The analysis is in line with the 'Strategic Personnel Policy for the Dutch government for 2025' sent by Minister Ollongren (BZK) to the House of Representatives in July 2018. One of the focal points of the strategic personnel policy for 2025 of the government is the need for adaptation to the changing environment: in order to continue fulfilling its tasks effectively, the government must be able to respond to its environment and anticipate the expected developments.
The analysis focuses mainly on (functions within) the three largest executive agencies (the Tax and Customs Administration, the Custodial Institutions Agency, and Rijkswaterstaat), as existing studies on the effects of technological developments on labor indicate that these effects are most significant in executive functions.
The analysis compares and relates (expected) quantitative and qualitative developments in supply and demand on the internal labor market of the government with developments in the external labor market over the periods of 2013-2017, 2018-2020, and 2021-2025. The result of the research is the development of a method through which the organizational units within the government can independently assess the effects of technological developments on a task level within functions in the future.
