In recent years, a large number of public or public-private initiatives have emerged around SMEs and digitisation. There is little overview at regional and national levels regarding the coherence, focus, and impact of these initiatives. This makes it difficult for policymakers to identify impactful policy tools, to pinpoint areas lacking initiatives, and for digitisation initiatives to position themselves in the ecosystem. In addition, SMEs sometimes struggle to see the wood for the trees. With the Regional Digitisation Scan, an overview is obtained, best practices can be identified, knowledge and experience can be shared more effectively, and a future boost can be given to scaling up and rolling out effective interventions.
In the first half of 2022, a pilot for developing a Regional Scan was initiated by the Ministry of Economic Affairs and Climate Policy, Dialogic, and Platform Talent for Technology in close collaboration with the Northern Netherlands region (Friesland, Groningen, Drenthe), where there is a shared ambition to further develop the ecosystem around digitisation and SMEs (Northern Digital). After a successful pilot, it was decided within the Dutch Association of Provinces (IPO) to carry out the Regional Scan in all provinces. Over the past months, this implementation has taken place. The implementation of this has been undertaken in collaboration by Platform Talent for Technology, Dialogic, and the provinces. In this report, we present a national synthesis of the results of the SME Digitisation Regional Scan.
