In 2018, the government initiated the Dutch Cyber Security Agenda (NCSA). The NCSA aims to achieve, through various measures, that the Netherlands is capable of safely seizing the economic and societal opportunities of digitisation and protecting national security in the digital domain. Dialogic analysed, commissioned by the WODC, the structure and measurability of the effects of policy measures in the NCSA.
The research revealed, among other things, that alignment within the public sector is a clear added value of the NCSA. The entire process of drafting the NCSA has led to a better understanding among the involved parties of what matters are important to other parties. Many interviewees state that the NCSA has created a common reference point regarding cyber security (policy).
For only a part of the NCSA, it is possible to carry out a high-quality impact evaluation. Therefore, we make several recommendations on how valuable input can be obtained for the design of a potential future agenda. It should be more explicit about the underlying goals, the link between goals and measures should be clearer, and more attention should be paid to the measurability of the agenda.
The evaluation was presented to the Second Chamber on 11th June 2021. Read the relevant Chamber letter here.
