Energy transition in the municipality of Veere

In 2023, Dialogic conducted research for the Audit Committee of the municipality of Veere on the ambitions, plans, and implementation of the energy transition in this municipality. In this study, insights on 'norms' for the energy transition, as established in the research for the municipality of Venray, were further applied and expanded in another municipality. The research included a literature study, an interview day held on-site to gain a good understanding of the context, and two case studies comparing the policies of the municipality of Veere with those of the municipalities of Koggenland and Bergeijk. The research showed that the ambitions of the municipality of Veere align with regional and international objectives, providing a framework for action. However, it remains unclear whether these objectives are achievable at the local level. It was also found that the municipality of Veere takes a coordinating role in setting objectives and involving parties (including the municipal council), but that monitoring and evaluation could be more actively implemented. The implementation plan was carefully examined, and conclusions and recommendations were made regarding planning, alignment with objectives, and defined roles and responsibilities. Furthermore, an assessment was made of how monitoring was carried out and how the council was informed about it. To close the research, recommendations were made to make the plan more realistic, further develop participation, and strengthen the municipality's coordinating role. Concrete recommendations for monitoring and communication were also provided. Lastly, suggestions were made to improve communication with the Municipal Council.
