In 2018, the Dutch government started the Dutch Cyber Security Agenda (NCSA). The NCSA aims to ensure that the Netherlands is capable of safely capitalising on the economic and societal opportunities of digitisation, while protecting national security in the digital domain. Dialogic, on behalf of the WODC, analysed the structure and measurability of the effects of the policy measures in the NCSA.
The research reveals, among other things, that coordination within the public sector is a clear added value of the NCSA. The entire process of developing the NCSA has led to increased understanding among involved parties regarding the priorities of others. Many interviewees indicate that the NCSA has created a common reference point concerning cyber security policy.
For only a part of the NCSA, conducting a high-quality impact evaluation is feasible. Therefore, we make several recommendations on how valuable input can be obtained for the design of a potential future agenda. This future agenda should be more explicit about its underlying goals, the connection between goals and measures should be clearer, and more attention should be paid to the measurability of the agenda.
