Over the past decades, various initiatives have been taken by the Ministry of Economic Affairs and Climate Policy (EZK) to encourage governments to utilise their procurement power (resources, as well as knowledge and network position) for the promotion of innovation. The further development and clustering of these initiatives has led to the program 'Innovative Procurement'. We also assess the satisfaction of the program's clients and users with the approach, and identify opportunities for improvement with an eye on the future. Additionally, we explore how other countries (Finland, Austria, and Flanders) stimulate innovation-oriented procurement by the government.
