Hydrogen Production Industry in the Netherlands: Much Potential, but Market Needs to Pick Up

The Dutch hydrogen production industry possesses strong technological knowledge, innovative companies, and a favourable position to play a role in the energy transition. At the same time, the sector faces significant challenges. On behalf of the Ministry of Climate and Green Growth, we conducted a study in collaboration with Decisio on the Dutch hydrogen production industry: the companies developing technology for the production, storage, transportation, and usage of hydrogen. Dialogic was responsible for the patent analysis.

Our joint research indicates that an estimated 230 Dutch companies operate within the hydrogen value chain. These are mainly SMEs, startups, and scale-ups working on innovative solutions. The Netherlands holds strong positions in high-quality components and specialised technologies for hydrogen applications. Additionally, the country excels in developing and marketing new technologies and in international collaboration. However, market development lags behind. Green hydrogen is currently more expensive than fossil alternatives, limiting demand and investment. Many companies struggle to bridge the gap between technological development and a mature market. Companies face obstacles such as grid congestion, space constraints, and lengthy permitting processes. Furthermore, there is still a lack of sufficient coherence and strategic focus within the sector. Numerous initiatives show promise but remain small-scale and vulnerable.

We conclude that the Netherlands primarily has opportunities as a supplier of high-quality components and technologies for the international hydrogen market. There are also opportunities in linking hydrogen technology to strong Dutch sectors like horticulture, shipbuilding, offshore industry, and agriculture. To harness this potential, targeted choices are necessary. Key recommendations include stimulating demand for hydrogen, improving financing options for scale-ups, enhancing collaboration within the sector, and developing a clear strategy for the Netherlands' position within the European hydrogen economy. With specific policy decisions and strong public-private partnerships, the Dutch hydrogen production industry can grow into an economically and strategically significant sector.
